Although I agree with Attorney Cassara that more information is needed to answer your question with confidence, I will do my best with what you have given us.
My guess is that you are wondering whether you need to pay a part of the cost of VA health care, including the cost of medications obtained from VA. If you were discharged from active duty in 1950 under Article C-10305 of the BuPers Manual, you probably had a a physical disability that was established by a military Medical Board evaluation.
In most cases, the physical disability that leads to a medical discharge was incurred or aggravated in the course of military service. Unfortunately, in some cases a medical condition will go unnoticed when a person is examined for enlistment or induction into the military. When this happens, the preexisting medical condition may eventually lead to a medical discharge.
It could be the case that a preexisting medical condition worsens during the period of military service due to the natural progression of the medical condition. Under those circumstances, the service member could be discharged for medical reasons, but the Medical Board report would indicate that the medical condition requiring the discharge was not incurred or aggravated by service.
When a Veteran enrolls for VA health care, they are assigned to what is called an enrollment priority category. There are eight priority groups to which a veteran may be assigned. Category (1) veterans have the highest priority for enrollment and category (8) veterans have the lowest priority for enrollment.
Veterans who were discharged from active military service for a disability incurred or aggravated in the line of duty fall within enrollment Category 3. To the best of my knowledge, Category 3 veterans normally do not have to make a copay for VA healthcare services. It is unclear, however, whether your discharge under section C-10305 was the result of a disability incurred or aggravated in the line of duty.
If you are service-connected for the condition that led to your discharge than you would fall within Category 3. If you are not service-connected for the condition and or eligible for cost-free VA health care on some other basis, than you very well may be responsible for a copay.
Keep in mind that veterans may be eligible for some VA health care services free of charge while at the same time owing a copay for other VA health care services. For example, a veteran with a single service-connected back condition rated 20 percent disabling is entitled to cost-free VA hospital and outpatient care for any condition because he has a compensable service-connected disability. However, unless he qualifies because of his income under VA rules, he would still have to pay a medication copay if filling a prescription to treat a non-service-connected condition.
Because the regulations determining eligibility are complicated, I recommend that you seek the advice of the patient advocate at your local VA health care facility. If they are unable to answer your questions to your satisfaction, you might want to consult with someone at one of the Service Organizations in your area (e.g. American Legion; Disabled American Veterans; VFW) or with an Attorney specializing in Veterans Benefits Law.
In any case, I suggest that you have your DD-214 with you when you seek further advice and that you be prepared to provide more detailed information.
